Dear Visa Officer :
My application for a student visa was reiected on June 8 , 1996. The visa officer gave me the following reasons for her refusal ;
l. My brother is a Ph. D. student currently studying in the United States.
2. I would not return to China after I spend more than twenty thousand dollars for my MBA degree.
Although the above reasons could be true to some other applicants, they are not a reasonable judgment to my particular case. Therefore the refusal to my visa is not fair. I request that you reconsider my application on the ground of following two reasons :
1. It is true that my brother is studying at the Department of Mechanlcal Engineering of Florida State University. I have no argument with that fact. However ,he is ]ust In the middle of the process to comp!ete his graduate program toward a Ph. D. Degree. He never sought to work in or immigrate to the United States. The first reason of rejection is a misjudgment not only to my own intention ,but also a groundless guess to my brother's future plan.
Is there an American law stipulating that if brother studies in US then sister will not be aLlowed to attend an Anlerican school? I donrt think so. I would understand the visa officer's point of view if my brother did anything violating his obligation as a visa student. But he never did. I can not accept the fact that I am refused the opportunity to study in the US just because my brother is also studying in the same country. My brotherrs success shouidn't be the reason for my failure.
2. Am I going to come back to China after I spend more than twenty thousand dollars for an American MBA degree ? Sure I will! I have four convlncing reasons to prove this point :
A. As a legal professional , I made more than twenty thousand US dollars for last year and for this year ,I will certainly make more.
B. My husband is a senior manager in a Beiiing real estate company. Healso makes decent money. Twenty thousand US dollars is not .a big .deal to us considering my family income.
C. Because of the fact that I am already making an excellent income with a very promising legal career in china, I win definitely come back after I receive my MBA in America. I would be shooting mysell if I do not return when I am gold-plated bv your country,s MBA title.
D. Everybody knows that the job future in the United States for MBAs is not bright. If I do intend to immigrate to America ,why would I choose to spend "more than twenty thousand dollars" on a degree that will guarantee my unemployment after my graduation in your country?
Although not yet a millionaire , I am but a very well established legal professional in a rapidly developing country that constantly chaUenges me to expand my scope in education and inreal ability. My future is great in China,but will be much greater if you grant me a visa for me to finish mv cherished MBA degree in the United States.
