考题：流程图
考情分析和预测：
今天流程图要逆天啦。以往每年出现6-8次，可是到了今年目前为止，已经一共出现7次流程图和地图题，分布在1月，3月，5月，6月，7月，其中3月和5月分别出现两次，且月初考试命中率大。流程图据估计在下半年还会继续出现2次左右。

考题：
some countries achieve international sporting success by building specialized facilities only for the training of top athletes, instead of providing facilities that everyone can use.
Do you think it is a positive of negative trend?
考情分析：
这道题目属于政府范畴类，历年经验所得，凡是考到政府类话题，十有八九是关于政府出钱投资，比如学费，医疗，艺术，传统建筑等。本题结合体育运动，也许和世界杯的大环境有某种偶然的关系吧。
审题要点：
关注题干中的绝对词Only, 那么结论写成基本否定会更为容易，也就是说，这是一个更为负面的趋势。接下来要做的，就是分析其优缺点。
思路分析：（仅供参考）
开头：简单引入话题
第二段：投资体育设施给顶级运动员有一定好处，比如
1、增加其信心和荣誉感，对其构成更大动力，
2、正是由于上面那些有潜力有能力的运动员可以为国家带来极大荣誉。
反驳：但是，仅仅关注一小部分，会带来更大的负面作用
第三段：
1、对运动员团体每一个人的不公平。事实上，政府应该重视所有努力和有潜力的选手，而不是仅仅看目前他们的成绩。
2、对普通民众的不公平，因为大众纳税，也应该享受良好的社区运动设施服务，而不是仅仅在精英分子。
3、要去的国际运动的地位，并不是光靠比赛获得，运动精神更为重要，如果可以在全名引导这股风潮，会有更好地效果。
结尾：虽然有一些有点，但是整体而言，缺点更多。

In great 2014 Brazil world cup mania , every country team is aiming to catch the international attention by its better performance. In order to achieve success, some countries choose to be financially supportive for top athletes in terms of sporting facilities while neglecting others. For me, this is not a witted decision.
It is unassailable that the great expenditure on sporting facilities only for top athletes is not only unjustified/unfair for the other sportsmen but also the common people. For the former, they will certainly feel a sense of disappointment under the sharp comparison with those top guys, leading to the unwilling results in some international sport games, especially in the teamwork sporting such as football, basketball as well as volleyball. For the latter, it fails to provide the right that is supposed for the public paying tax. Actually, by contrast, building up more community sporting facilities seems to be a wiser way for a nation to ladder up its international reputation and the success accompanied, because it never fails to create an sporting atmosphere and spirit among the public.
Admittedly, this preference for top athletes will exert great motivation only on the people involved, leading to their great confidence, encouragement as well as pressure. By standing out of others, a certain group of sporting elites become the idols of the nation, contribution much more to the products they speaks for. However, this commercial success is not as important as the success of a nation’s capability to imbed sport spirit into minds of common people so as to change the mind of public.
All in all, spending huge amount on the sporting facilities only on top athletes is a bane rather than the boon it offers. For the government, it is advisable to balance the expenditure on the common and the elites for a far more satisfying outcome.(309)
